The other day when I gave Terra his pepper he ate it so fast he started choking. i have since cut his pepper up into smaller bits hoping he pauses between bites. Other than that is there anything I can do to make sure he doesn't choke?

You could maybe try scattering the veg around the cage too. Perhaps that'll help slow him down.

I dont like to give veg too sliced up as it encourages them to grab and run. Some of mine are fussy and wont eat carrots unless they are halved with the tops chopped off.
Is there a reason hes a wolfer? Does he have pellets and hay available all the time? Terra is a lone pig isnt he (if i remember correctly) so he has no reason to fight for the good bits.

He has pellets and hay available to him at all times. he just likes to eat fast (particularly peppers). He's a lone pig so no competition for food.

Hmmm maybe somepig should tell him to savour the flavoir haha.
Im sure if he was in any pain etc he would slow down.
Mine go mad for parsley and all munch super fast.
