Sounds like she is ill. An infection. Get her to a vet ASAP if you can. The vet can give her antibiotics in just the right dose for your piggie. Meantime for the wet bum clean her as much as you can. Guinea pigs can hide illnesses and by the time you know they are sick they are very sick.

It sounds like a uti alright.
She'll need to see a vet for some antibiotics, but in the mean time if you can get your hands on some unsweetened cranberry juice (health shops usually carry it. Kelkin is a good brand to look for.) then you can dilute it 50/50 with water and then use a 1 ml syringe to give it to your piggy. (There are some other threads on how to give food and drink by syringe, but if you can't find them let me know and I'll explain).
It isn't a substitute for veterinary care, but it might relieve some of the symptoms.
Otherwise, dry your piggy's belly as best you can and try not to let her keep lying in the same place to stop her getting urine scald.
